Yahweh declares everlasting love for all Israel's families and promises to gather the scattered remnant — blind, lame, and pregnant alike — back from the north to Zion, where mourning gives way to abundance and joy; he hears Rachel weeping for her lost children and Ephraim's repentant grief and commands them to hope, for they will return, then announces a new covenant written on human hearts to replace the broken Mosaic one, and swears that Israel's existence is as certain as the sun, moon, and stars hold their courses and that Jerusalem will stand forever holy.
