Woe falls first on Israelite rulers who crush the poor and will find no refuge in the day of reckoning; then Yahweh names Assyria his rod of anger sent against a godless people, yet when the rod boasts of its own power he turns against it — the Assyrian army advances town by town until it halts shaking its fist at Jerusalem's mountain, and there Yahweh cuts the towering forest down, leaving Zion freed and a remnant of Israel leaning on him alone.
