Habakkuk wrestles aloud with a God too holy to look on evil yet willing to use brutal Babylon as his instrument of judgment — then, painting the conqueror as a fisherman who hauls in helpless nations with hook and dragnet and worships his own net, he asks whether God will simply allow this slaughter of nation after nation to go on forever.
